Lightyear Network Solutions, LLC Partners with VoX to Expand Broadband Phone Service Footprint

CELEBRATION, Fla., July 17, 2006 – VoX Communications Corp., eLEC Communications Corp.'s (OTCBB: ELEC) wholesale and retail provider of Voice over Internet Protocol (VoIP) services nationwide, today announced a wholesale agreement with Lightyear Network Solutions, one of America's fastest growing providers of voice, data and Internet services. VoX will provide local number and VoIP origination services, enabling Lightyear to expand its residential and small business VoIP phone services offering into Puerto Rico.

Lightyear will resell the VoX services through its Lightyear Alliance division, which consists of independent sales representatives who market the Lightyear XSTREAM residential and business products, including VoIP broadband phone service, DSL and long distance.
